Position Summary

The Program Manager is a key full-time position on the PLACE team. The Program Manager provides oversight and leadership of grants & data management, analytics, performance management and internal evaluation to support continuous improvement and ensure result attainment. The primary purpose of the position is to support acceleration of equitable results by supporting data and internal evaluation needs. The Program Manager will plan and execute analytical and internal evaluation projects to gather and disseminate real-time data for the purpose of aiding Program Directors and community stakeholders in making transparent, data-driven and timely decisions to improve outcomes from cradle-to-career and achieve meaningful results for communities served by PRI. The Program Manager will also manage the team’s grants management process and data operations. The position leads and operates with the goal that All Rural Students Succeed.

Primary Duties and Responsibilities

  • Create standards of operation and train staff and key partners on uniform guidance, scope of work, allowable expenses, documentation requirements, data collection policies and procedures
  • Consistently review documentation to identify, analyze and interpret trends or patterns and recommend program changes and standard operating procedure adjustments
  • Accountable for financial integrity of the grant through training staff, verifying and approving expenditures
  • Remain current on all rules and regulations; accountable for grant compliance with federal legislation and regulations
  • Monitor departmental documentation and record keeping with a focus on improving efficiencies in daily operations
  • Lead coordination of data collection and management, including data compilation from internal and external sources, and manage data quality assurance processes
  • Lead the design and implementation for the internal evaluation of programs and processes
  • Oversee analysis and interpretation of both quantitative and qualitative data using appropriate statistical methods and data manipulation tools
  • Develop forms, collect data, create documents, and draft processes and procedures to support the team’s workflows
  • Oversee the design and dissemination of data reports for program leadership and partners to highlight needs, opportunities, and progress toward results
  • Support internal and external stakeholders with data analysis to help them operationalize their strategies
  • Maintain expertise in all data and performance management systems used by the organization and lead cross-team collaboration efforts to ensure consistency and standardization in data use and systems when appropriate
  • Ensure the data system used for tracking progress is operational and supports continuous improvement
  • Develop and implement security and compliance methodology related to data collection and reporting
  • Foster dynamic engagement between data analysis and program areas to support data- and evidence-driven programs and services.
  • Support data storytelling efforts by translating data into meaningful communication and presentation tools (dashboards, presentations, reports, etc.) for a variety of audiences
  • Support performance measurement activities of the program team, including the development and implementation performance indicator reports, dashboards and other projects
  • Maintain knowledge of programs and grants within the team’s portfolio to provide monitoring of the reporting and assessment measures for each project.

Position Location & Schedule

The position will be considered for remote work preferably within one of Kentucky's 54 Appalachian counties with local, state, and sometimes national travel required.

Normal business hours are Monday through Friday, 8:00 a.m. to 5:00 p.m. with in-office and/or remote work a possibility. Because of the nature of the responsibility to schools, partners, funders, and the service region, individual offices or departments may have operating hours that extend beyond this period and may include evening and/or weekend hours.

Minimum Qualifications

Education required to ensure success in this position:

  • Bachelor’s Degree in relevant field or five to seven years of related experience

Experience required to ensure success in this position:

  • 5 years of related experience
  • Experience in assessing data to develop strategies to improve academic results for students
  • Experience in assessing data to introduce and promote student achievement
  • Experience in convening meetings and working groups to achieve results
  • Experience in providing technical assistance
  • Experience in grant management, budget management, project management and supervision

Special skills, knowledge and abilities:

  • Experience with data collection, analysis and planning next steps
  • Experience implementing, monitoring and evaluating federal or state grants
  • Experience with management of grant funds, including understanding guidelines on federal funds
  • Capacity to manage multiple tasks and to meet deadlines and expectations
  • Excellent oral and written communication skills
  • Computer skills including data processing and financial spreadsheets
  • Superior interpersonal and organizational skills
  • Belief that all rural students can succeed

License, certification, or registration necessary:

  • Valid driver’s license
  • Successfully complete pre-employment background check

Physical requirements:

  • Ability to work in a high-energy office
  • Ability to accurately communicate and exchange information with partners, stakeholders, and/or meeting participants
  • Ability to operate standard office equipment and computer software programs
  • Ability to operate motor vehicle
  • Ability to travel independently by car and plane both locally and nationally

Environmental conditions:

  • Work in a fast-paced setting with frequent interruptions and shifting priorities
  • Periodic travel to meetings and events
