Overview/ Job Responsibilities
GDIT is looking for a Lead Business Analyst for the Naval Supply Systems Command (NAVSUP) Ordnance Information System (OIS) to provide technical expertise on a mission-critical program whose purpose is to develop, modernize, enhance, operate, and maintain services for OIS mission critical systems.
The Business Analyst requires a strong mix of customer service skills and a detailed understanding of the ordnance domain to define user stories, incorporate features into the portfolio backlog, and develop the portfolio roadmap in collaboration with the Enterprise Architect and Release Train Engineer. This role must be able to effectively translate general business needs/ConOps defined by OIS stakeholders and customers into user stories that are well understood by developers on the agile development teams.
The Customer is based in Mechanicsburg, PA, and Yorktown, VA, so working hours are EST. This can be a remote position but the candidate must reside within CONUS, and travel to the customer site will be required for Program Increment Planning sessions twice per year. Additional travel may be required for meetings.
Primary Responsibilities:
Engage multiple roles and stakeholders in critical discussion, complex new product development discovery and building consensus
Act as a product owner to maximize ROI and meet the organization objectives such as defining vision, managing product backlog, overseeing development stages, anticipating client's need, evaluating product progress at each iteration etc.
Help identify and mitigate any external dependency risks in feature/product development
Work with clients and end users to gather, understand, and define business requirements
Develop user stories and to-be process flows to support the design and development of mobility solutions for our clients
Work collaboratively with team members to design a solution that will meet a client’s business requirements and fulfill user stories
Collaborate with developers to test and verify that solutions will meet the business requirements
Participate in key meetings with clients including requirement sessions, system demos, user acceptance testing, and end user training
Participate in sprint planning meetings and ongoing refinement of the product backlog.
Leverage knowledge of assigned applications and customer needs to collaborate with the team to establish the portfolio backlog and roadmap.
Act as the voice of the customer when the government product owner is unavailable to facilitate understanding of the user stories by the agile product teams.
Coordinate with communication and training team members to ensure communication and training materials reflect the business needs being addressed by a change.
Actively participate in Sprint Demos and provide feedback as requested by the government Product Owner.
Minimum Qualifications:
Must have DOD Secret level clearance to start; U.S. Citizen required only for Federal Clearance Requirement
Bachelor’s degree and at least 6 years’ experience; without a degree 4 additional years of experience would be required
Experience as a business analyst in an Agile/Scrum SDLC environment, preferably within a SAFe organization
Experience in planning, decomposition, and execution of work using Agile methodologies
Demonstrate sharp, analytical, problem solving, and decision-making skills
Ability to communicate with both technical and non-technical staff
Ability to juggle and prioritize multiple tasks within a collaborative team environment
Qualifications:
Highly Preferred: Certification Requirement: Directive 8570.1/8140 - IAT II: Security+
2+ years’ experience providing Business Analysis specifically utilizing Agile Methodologies and working as Business Analyst with Navy customers
Experience with a tech refresh/modernization project
Experience with supply chain management, logistics, and/or retail / wholesale sourcing is highly preferred
Experience using JIRA or GitLab Ultimate or other agile lifecycle management tool
Experience with PlantUML or other UML tool
