Job Description:

Contract Supervisory Program Analyst

In a support capacity to a federal agency, the Contract Supervisory Program Analyst leads a team of contractor staff that supports a division responsible for overseeing state-administered programs. The Supervisor works with federal staff to optimize and manage team performance and deliverables based on requirements, performs quality control, and fosters a collaborative environment to empower and support regional and headquarters staff. The Supervisor provides national support to the division as needed and leads the development of reports and instruments as required. The Supervisor may act as a Regional Analyst when there are vacancies across the team or to provide support to in periods of increased monitoring or reporting activity, as needed.

Supervisory tasks include:

  • Performance Management and onboarding:

    • Monitor and support the progress of individual team members on an ongoing basis to ensure that the team is supported and meeting the customer’s deadlines.

    • Provide updates and new guidance to the team as needed per federal requirements

    • Provide technical assistance to team members as needed.

    • Provides training for new staff on all elements of federal programming and GDIT processes.

    • Monitor program areas being supported by GDIT staff and provide suggestions on process improvement when applicable.

    • Provides oversight of the quality of work and deliverables to federal customer.

    • Monitor staff performance, providing additional training and feedback as needed.

    • Complete Performance Improvement Plans (PIPs) as necessary.

    • Complete annual performance evaluations and monitor staff’s progress towards annual goals.

    • Review monthly reports; Approve and submit consolidated reports as needed.

    • Review and approve timecards, AWS requests, scheduled telecommuting requests, leave requests, and expense reports as applicable.

  • Serves as primary point of contact for stakeholder questions, requests, or concerns as it relates to GDIT staff or overall output.

  • Act as mentor and provide training and technical assistance to all GDIT contract staff that support the assigned federal team.

  • Develop and maintain/update training materials.

  • Develop job aids and SOPs to assist the contract team.

Other duties include:

  • Lead and/or assign staff and/or participate in workgroups and assist in the development of monitoring protocols and the revision of monitoring instruments as needed.

  • Work with federal leadership to compile data and provide expert opinion on the program and ensure compliance with requirements set forth by statutes, regulations, policies and guidelines.

  • Help develop work plans to implement individual monitoring assignments and support grants management and state program review teams.

  • Develop and implement processes to support division wide data integration and collection efforts, in coordination with other federal stakeholders.

  • Lead, monitor and/or review outputs by regional analysts in support of the following deliverables/activities:

    • Financial Report Reviews

    • Programmatic reviews

    • Other technical and programmatic reports

Support and/or perform team duties as needed, including:

  • Serve as back-up regional analyst and/or additional regional support.

  • Support monitoring and site visits, report reviews, outreach efforts and TA support.

  • Provide assistance with administrative functions, data analysis, work groups, and grant oversight

  • Support Regional Supervisors and Supervisory Program Analysts.

Position is remote but may include travel (10-25%) for training and oversight, as well as participation in stakeholder meetings.

Qualifications:

  • BS/BA in a relevant field. Master's degree preferred.

  • 10+ years of related experience with a BS/BA degree, including managerial/supervisory experience.

  • Excellent oral and written communication skills.

  • Proficiency with Microsoft products, including Word, Excel and PowerPoint.

  • Experience with immigrant/refugee grant programs is required.

The likely salary range for this position is $89,250 - $120,750. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
