We are seeking an Oracle EBS Development Manager for our Healthcare Integrated General Ledger Accounting System (HIGLAS) project with the Centers for Medicare & Medicaid Services (CMS) program.
HIGLAS is a very large, complex system with approximately 3,000 total users, processing an average of 4.5 million transactional claim records per day which equates to over 1.2 billion annually. Utilizing Oracle Federal Financials as the base application of HIGLAS provides CMS with a uniform financial management system to account for over $1 Trillion in outlays for healthcare each year across multiple lines of business.
HOW YOU WILL MAKE AN IMPACT:
- Manages software development or engineering professionals and offers leadership, coaching, and training.
- Acts as advisor to subordinates to meet schedules and/or resolve technical problems.
- Develops and administers schedule and performance requirements; may have budget responsibilities.
- Schedules staff to obtain proper responses in a timely manner.
- Reviews and prioritizes needs and analyzes project costs and feasibility.
- Researches, designs, develops, and/or modifies enterprise-wide systems and/or applications software.
- Involved in planning of system and development deployment as well as responsible for meeting software compliance standards.
- Evaluates operational requirements and characteristics of overall HIGLAS e-business application system.
- Manages the development and administration of schedule and performance requirements.
- Analyzes current business processes, determining the scope and estimates for proposed enhancements or application upgrades
- Drive resolution of production incidents through analysis and coordination with multiple teams
- Leads the team to document Standard Operating Procedures (SOP) and follow them in day-to-day activities.
- Stays well-informed of new technologies and industry best practices and trends and then plans and advises for implementation.
- Oversees ordering process to meet objectives effectively and economically.
- Manages vendor relationships.
- Involved in planning of development and deployment.
WHAT YOU’LL NEED TO SUCCEED:
- Bachelor's degree or equivalent and 5+ years of related experience working as an Oracle EBS Subject Matter Expert. Oracle Federal Financials experience strongly preferred.
- 3+ years’ experience managing large teams (of 10+) within a development environment.
- Experience designing software architectures for scalability, reliability, and performance.
- Deep understanding of the software development life cycle (SDLC).
- Hands on experience in Agile methodology, a must.
- Ability to synthesize big picture while frequently working with incomplete or ambiguous data.
- Ability to handle multiple, competing priorities in a fast-paced environment, and navigate ambiguity.
- Well-developed troubleshooting skills.
- Excellent verbal and written communication skills.
- Problem solving capability / quick resolutions in high pressure environment.
IT WOULD BE GREAT IF YOU ALSO HAD:
- Experience with Oracle ERP Financials - Public Sector implementations is highly desirable.
- Oracle Federal Financials experience.
- Previous HIGLAS experience / knowledge
LOCATION:
- Remote with the ability to work onsite approximately once per month.
CLEARANCE:
- Requires ability to pass CMS background check and meet the residency requirement for having resided in the US at least (3) three out of the last (5) five years in order to obtain a Public Trust.

The likely salary range for this position is $120,700 - $163,300. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.Scheduled Weekly Hours:
